Choose NSW planning, hazard, infrastructure and context layers by the site question, then keep the parcel, source, date and limitation attached.

Choose GIS layers from the planning question, not from the layer menu. Start with the correct NSW parcel, then add statutory planning, hazard, infrastructure and place-context layers only when each one can change the next check. Retain the publisher, layer name, data date, geographic unit and precision limit beside every mapped observation.

Resolve the land before selecting layers

An address pin is not a parcel boundary. Record the lot and deposited plan, the boundary publisher and any mismatch between the searched address and the selected land. Multi-lot sites need an explicit study area.

If the parcel is wrong, every later layer can be read correctly against the wrong land.

Statutory planning layers answer control questions

Zoning, Height of Buildings, Floor Space Ratio, minimum lot size and other incorporated planning maps help identify mapped controls. Read the map with the written environmental planning instrument. The colour or label alone does not explain definitions, exceptions or how the provision applies to a proposal.

Hazard and environmental layers identify further checks

Flood, bushfire, biodiversity, coastal, heritage and contamination-related datasets can identify a mapped trigger or context. A mapped intersection does not decide the assessment that follows.

Record the layer's purpose and scale. Some datasets support regional screening, while others may be suitable for site-level review. Neither should be treated as survey evidence unless the publisher says so.

Infrastructure layers explain access and constraint context

Roads, public transport, utilities and other infrastructure layers can support questions about access, servicing and surrounding conditions. Their presence does not prove available capacity, connection approval or delivery timing.

Use the layer to identify the next source or agency check. Do not turn a map symbol into an infrastructure commitment.

Place data needs the right geography and period

Population, households, employment, approvals and land-supply measures often use statistical or administrative areas rather than parcels. Keep the unit, period, denominator and boundary vintage visible. Do not attach an area average to a lot as if it were a parcel attribute.
