To read a NSW zoning, Height of Buildings or Floor Space Ratio map reliably, identify the exact parcel, select the current incorporated map layer, record the value at the parcel, and connect that value to the current written provision and definitions in the applicable instrument.
Direct answer
A map colour or popup is not a complete planning conclusion. The map first answers a spatial question—what mapped category or value intersects this land—while the instrument explains what that category or value means and how it applies. Both parts need to be retained.
The NSW Planning Portal Spatial Viewer provides public access to spatial datasets for planning maps. The Standard Instrument (Local Environmental Plans) Order 2006 provides the common written structure for many zoning and development-standard provisions.
Decision boundary
Reading the layer value is usually an objective observation. Deciding which parcel area is relevant, how a proposal is characterised, how gross floor area is measured, or what a mapped heritage or flood trigger requires can need additional evidence and professional assessment.

Zoning maps
The zone establishes a spatial category used by the LEP. Permissibility still depends on the land-use table, relevant definitions and characterisation of the proposal. Record the zone code and instrument, not just a descriptive colour.
Height of Buildings maps
A Height of Buildings map can supply a mapped value, often read with a written height provision and definition. Confirm whether another incentive, exception, site-specific provision or State policy is relevant before treating that value as the complete envelope.
Floor Space Ratio maps
An FSR map can supply the applicable ratio, while the written provision and definitions control the calculation inputs. A correct mapped ratio can still produce a wrong conclusion if gross floor area or site area is misclassified.
Worked example: from viewer values to source records
Assume a fictional single parcel appears in the current viewer as R2 Low Density Residential, with a 9 m Height of Buildings value and a 0.5:1 Floor Space Ratio value. Those assumed observations are not attached to a real address and must not be reused as site advice.

If a boundary crosses the parcel, the example stops rather than choosing the value nearest the address pin. The record must preserve both intersecting values, the geometry and the uncertainty for review. If the map and written instrument cannot be connected, the result is unavailable—not inferred from the colour or a saved screenshot.
Exceptions and failure modes
- Parcel and layer boundaries can be close without being identical.
- Draft planning proposals and current in-force maps must not be mixed.
- Multiple HOB or FSR layers can exist, including incentive or site-specific maps.
- A viewer outage or missing layer should produce an unavailable result, not a guessed value.
- A historic effective date can be relevant to an existing approval or transitional provision.
