A NSW site's planning controls cannot be identified from its suburb or zone alone. The reliable starting point is the exact parcel, the proposed land use and works, and the instruments and maps in force for the relevant date; those inputs determine which State and local controls must then be checked.
Direct answer
For a first-pass control inventory, resolve the land before reading isolated clauses. Confirm the parcel and local government area, identify the applicable environmental planning instruments, inspect the maps incorporated by those instruments, retrieve the relevant local development control plan, and then test the proposal against the available approval pathways and building requirements.
The NSW planning approval pathways page explains that SEPPs and LEPs are environmental planning instruments and that the pathway depends on the development and land requirements. It does not turn that sequence into a site-specific conclusion.
Decision boundary
Some outputs are direct source values: a zone label, a mapped height value or a listed land-use term. Other questions need interpretation: how the proposal is characterised, whether a mapped trigger changes the assessment, whether a DCP objective is satisfied, or whether a discretionary variation is supportable.

How the source set works
Under section 3.14 of the Environmental Planning and Assessment Act 1979, environmental planning instruments may be SEPPs or LEPs. Part 3, Division 3.6 provides for development control plans, while the National Construction Code performs a distinct regulatory function. The applicable NSW edition must be resolved for the certification and building context; planning and building-code work can overlap rather than occurring in a single fixed sequence.
The public NSW Planning Portal Spatial Viewer provides access to planning maps and datasets, but a map observation should be connected back to the instrument and written provision that gives it meaning.
Worked example: building a control inventory
Assume a client asks whether a two-storey dual occupancy could be pursued on a single NSW lot. The lot/DP, proposal and values below are fictional. They show the order of work only; they are not planning information for a real parcel.

The example does not produce “permissible” or “compliant” from the three map values. It produces an inspectable inventory: direct source observations, conditional applicability questions and matters that must be escalated before a conclusion is written.
Exceptions and failure modes
- A parcel can be affected by more than one zone, map value or instrument.
- Savings and transitional provisions can make the lodgement or commencement date material.
- A section 10.7 planning certificate can identify prescribed matters but does not replace proposal-specific assessment.
- Commonwealth, State and local approvals outside the core planning instrument set may also be relevant.
- A control that looks numeric can still depend on definitions, exclusions and professional measurement.
