RU4 Primary Production Small Lots is for horticulture, market gardens, nurseries and other primary industry that works on smaller holdings. Its objectives are sustainable primary industry and compatible uses, diversity and employment in primary industry enterprises, particularly those that require smaller lots or are more intensive in nature, and minimising land use conflict. The Standard Instrument mandates extensive agriculture, farm buildings, intensive plant agriculture, roads and roadside stalls, home occupations without consent, and aquaculture, dwelling houses and plant nurseries with consent.

RU4 is often confused with R5 because both have smaller rural lots. The difference is purpose: R5 is for living on a large lot, RU4 is for producing on a small one. Councils zone land RU4 around Sydney's fringe and regional centres where market gardens and orchards persist.

Smaller rural holdings for intensive or specialised primary industry, such as horticulture, market gardens and nurseries, with dwellings tied to that use.

A council LEP adopts this entry and adds its own objectives, permitted uses and prohibited uses under the Land Use Table directions, so the LEP land use table for the land is the one that applies. Schedule 1 of the LEP, the Housing SEPP and the Codes SEPP can permit development the table does not.

Dwelling houses

Permitted with consent in every RU4 LEP, usually with a minimum lot size that is smaller than RU1 but still measured in hectares, and often with a dwelling entitlement clause. The Rural Housing Code applies to RU4 lots, so a new dwelling can be complying development on lots of at least 4,000 m² where it is permissible.

Intensive plant agriculture and nurseries

Intensive plant agriculture must be permitted and plant nurseries are mandated with consent, which is what marks RU4 out. Intensive livestock agriculture is not mandated here, unlike RU1, and Chapter 2 of State Environmental Planning Policy (Primary Production) 2021 governs both where they occur.

Roadside stalls and farm gate sales

Roadside stalls are mandated in RU4, and cellar door premises, farm gate premises and artisan food and drink industries are optional uses a council can add.

Subdivision

Consent and the Lot Size Map minimum apply. RU4 minimums are generally smaller than RU1 but councils guard against the zone becoming de facto rural-residential, which is what R5 is for.
